Is it really the shingles on the roof that are the source of the problem? One possibility is that something related to the problem, such as edge flashing or seals around a roof penetration (such as a chimney, pipe, or connection to rooftop equipment), is causing the problem. Because it will address the larger area(s) affected, if the condition is more widespread, it is possible that a replacement will be the more appropriate solution.
Are there any signs that this structure is located in an area that is at high risk of further damage to the environment?
Roofing systems that are more durable for buildings that are subjected to high winds or other severe weather conditions are required, as opposed to roofing systems that are more durable for buildings that are subjected to less dramatic weather conditions. For instance, a metal roof is an excellent illustration of this. For buildings located in high-risk neighborhoods, it may be prudent to forego repairs and instead opt for a complete structural replacement rather than repair-only work.
Are there any other issues that need to be addressed in addition to this one?
